Project ArchAI looks at developing a software which ingests an IT system use case to generate a security architecture model. Inputs can be in the form of either their system writeup, or initial source codes, or even diagrams, which is analysed and reproduced into a machine-readable architecture. This can then be used as a standardised approach to do cyber threat modelling, which provides relevant and useful insights on what security controls are required. The intern's role here is to build relevant testing tools, which may use genAI and AI agents that can support the testing of this software.
The intern will have hands-on experience learning Android application security and applying this knowledge to build an agentic Android mobile application pentester.
Intern Scope: Update and Automate the Configuration Management Systems (CMS) Background: - With the recent hype on unauthorised remote connections to agencies, there will be a push to strengthen the visibility of the IT assets in CPIB. - Existing PMOC IT Security – Product Registry is outdated and has not been updated since 2019, due to laborious manual entry into the SharePoint. The change management process is disconnected from the PMOC Product Registry. The management of the product registry for each project is at the vendor/AFMs level, each vendor has their own unique format for product registry. Plan: Short-Term - Update the existing product registry by collating the information across Projects and Infrastructure Long-Term – Develop a roadmap, evaluation, and procurement plan to automate the Configuration Management Systems (CMS) (i.e., via tools such as SolarWinds Network Configuration Management Software, scripts) Establish Fully Automated Malware Analysis Capability in CPIB via Cuckoo Sandbox Background: - Currently, An AV scanner farm can defend against accidental attack. For targeted attack, it is not sufficient. Possible attackers who targeted Singapore Government Agencies are likely Advance Persistence Threat (APT), making signature and heuristic based AV Scanner farm less effective (i.e., polymorphic malware, fileless malware, packing & obfuscation. It is challenging when the outcome of the AV Farm is non-conclusive. The use of online automatic malware analysis site (e.g., VirusTotal.com) is not advisable for restricted and above information, typically in CPIB. During incident response, more timely information is needed to help eradicate and contain the malware spread effectively. Thus, reducing the risk of loss of sensitive-high information from the Agency. Plan: Short-Term – Building a Cuckoo Sandbox as a pilot based on the endpoint device image. Long-Term - Building a Cuckoo Sandbox based on key system environments. Provision of Security Test Tools for self-help and integration to CPIB’s Security Dashboard and CMS Background: - Currently, the Security Test outputs for all systems are manually copy to CPIB’s Security Dashboard to monitor the progress. Failure to remediate on time without Risk Acceptance is an audit finding. - There are cases when the vendor remediations are not comprehensive, the re-test by the security vendor will be wasted. Plan: Short-Term – Setup security testing tools (i.e., Burp Suite, Nessus) for vendor to self-help. Only when they are confident that their remediated is complete, will CPIB send in the security tester to validate as independent tester. Doing so will save time, resource and more likely IM8 Compliant. Long-Term – Integrate the security tools output to CPIB’s Security Dashboard and CMS. This will reduce manual effort and provide single source of truth for security status.
Ever wondered how the Government keeps its digital systems secure against the ever-evolving landscape of cyber threats? The Crowdsourced Vulnerability Discovery Programme (CVDP) is at the forefront of that mission. As part of GovTech's suite of crowdsourced security testing initiatives, CVDP — which includes the Government Bug Bounty Programme (GBBP) — taps on a global community of elite, vetted security researchers to stress-test Government systems and uncover vulnerabilities before the bad actors do. Since 2018, GBBP alone has uncovered over 1,545 vulnerabilities across 175 Government systems, making it a cornerstone of Singapore's Whole-of-Government cybersecurity strategy. With a directive from the Head of Civil Service mandating that all Government internet-facing systems undergo GBBP testing, the programme is scaling rapidly — and that's where you come in. As an intern with the CVDP team, you'll get a rare behind-the-scenes look at how the Singapore Government secures its digital infrastructure at scale. You'll work at the intersection of cybersecurity, programme management, and government policy — helping to coordinate bug bounty runs, engage with government agencies, and contribute to initiatives that have a real and measurable impact on Singapore's cyber resilience. If you're passionate about cybersecurity and want your work to matter beyond the classroom, this is the place to be.

How much does the Singapore Government spend on Infocomm Technology and Smart Systems (ICT&SS), and how can data from different sources be brought together reliably to support analysis and decision-making? In this project, you will help BUILD AND PRODUCTIONISE AND END-TO-END DATA PIPELINE that automates the processing of Whole-of-Government (WOG) ICT&SS expenditure data. Working on Databricks, you will transform data from multiple government sources into consistent, analysis-ready datasets that can be reliably reproduced for future data cycles. The project brings together three key data sources: 1. ICT&SS non-manpower expenditure data from the Accountant-General's Department (AGD); 2. ICT&SS manpower expenditure data from the Public Service Division (PSD); and 3. GovTech's annual poll of government agencies on their overall ICT&SS expenditure. You will work on defined data-engineering tasks covering data collation, cleaning, mapping, transformation, consolidation, reconciliation and validation. A key challenge is dealing with the complexity of real-world datasets from different sources and designing configurable, reusable processing rules instead of relying on one-off scripts and manual processing. Depending on your progress and interests, you may also have opportunities to investigate data inconsistencies, propose improvements to configuration rules and templates, determine suitable transformation approaches, improve the pipeline, and develop a Databricks Genie dashboard for exploration and analysis. This is a LIVE GOVTECH PROJECT RATHER THAN A STANDALONE INTERSHIP EXERCISE. The pipeline will be used to process and test the 2025 expenditure datasets during the internship. The resulting data will support comparison between AGD/PSD expenditure records and GovTech's annual poll, informing policy analysis and reporting to the Ministry of Digital Development and Information (MDDI). It will also help government agencies benchmark their ICT&SS expenditure against agencies of similar size. You will work closely with a GovTech data engineer who previously joined the department as an intern, with guidance and regular code reviews from the team. An Assistant Director will supervise the project and lead business engagements with AGD and PSD. You will also have opportunities to collaborate with colleagues across GovTech, AGD and PSD, as well as GovTech's CIO Office for Databricks expertise. The internship requires a minimum full-time commitment of 3 months. AI is only as good as the data it can safely use. GovTech's Data Practice enables responsible data use across the Whole of Government, letting agencies share and build on sensitive data for AI without putting citizen trust at risk. We do this by advancing Privacy-Enhancing Technologies (PETs) such as advanced anonymisation, synthetic data generation, and federated computing, and by tackling the new privacy risks that emerge as AI systems become agentic. You will work on real problems in AI and data privacy, on projects such as: Multi-turn privacy leakage in AI systems. As agencies deploy LLM assistants and agents that accumulate context through conversation history, retrieval, and memory, sensitive information can leak across interactions in ways single-turn safeguards miss. This is an open problem with no established solution in industry. You would quantify how the risk builds up and evaluate mitigations such as memory controls, context isolation, aggregation thresholds, and runtime guardrails. Image anonymisation. There is strong demand, particularly from healthcare, to use image data safely. OCR is mature, but a hard gap remains in accurately determining what in an image should be anonymised and cleanly replacing it. You would develop and evaluate detection and anonymisation approaches, with potential to work directly with a real pilot user.

We are the central design function for education technology. We work across many products for many different people: teachers, students, school leaders, and the officers who support them. Our products reach Singapore's education system at national scale. The internship has two halves. The first is product design work, weighted towards the solution space. A problem will usually have been framed before it reaches the intern. Their job is to work out what should actually be built, make it real, and push it until it is good enough to ship. The second is contributing to our design harness: the patterns, playbooks, templates and encoded design judgment that let a small central team work well with AI across many products at once. No settled practice exists for this yet. AI can generate an interface in seconds, and the industry has not worked out what that means for how design gets done. The intern will help us write our own answer rather than copy someone else's. Most places where you can experiment freely with AI-native design have no real users, and most places with real users at this scale will not let you experiment. This internship offers both.

DataTable is an operational data store that enables government agencies to transform and operate on their own data — without building infrastructure. It emerged from gaps observed across GovTech's suite of platform products (ApplySG, BookingSG, GovEntry, GovWallet, Opus, and more), where agencies frequently needed a way to consolidate, manage, and act on data flowing through these products. DataTable is currently in early-stage proof-of-concept, with the aim of giving agencies a single place to work with their operational data across the platform — without the need to provision or maintain their own data infrastructure. The Enablement Team serves as the bridge between government agencies and the suite of products available within GDP. The team’s mission is to help agencies navigate a multi-product environment, understand their business needs, and identify the most suitable products to address their challenges. Beyond product recommendations, the Enablement Team works closely with agencies to validate proposed solutions through Proofs of Concept (POCs). By partnering with agencies during the evaluation phase, the team helps assess product fit, gather feedback, and demonstrate real-world value before adoption. This consultative approach enables agencies to make informed decisions, reduces implementation risks, and accelerates the delivery of effective digital solutions.

Programme Description Educator Productivity Products builds the tools that Singapore's schools run on every day, used by teachers and school leaders across schools. It covers the operational work that keeps a school moving: assigning relief cover when a teacher goes on leave, running school-wide surveys, and replacing the spreadsheets and group chats that schools fall back on today. We are a forward-deployed team. We sit inside MOE, visit schools, watch teachers work, and build directly against what we find. There is no ticket queue between us and our users. As our intern, you will sit in on a conversation with users about something that is broken, then help build and ship the fix. What you write reaches real schools within your internship, not a backlog for someone else to pick up next year.
The Infrastructure and Facility Services Division (IFSD) is responsible for the planning, development, operation and maintenance of MOE's school infrastructure and facilities. To support IFSD's digital transformation efforts, the Infrastructure and Facility Services Digital Office (IFDO) drives the adoption of digital, data and AI-enabled solutions across the infrastructure lifecycle. Together, IFSD and IFDO work across four key domains: Plan, Build, Operate and Maintain, with the aim of delivering a more integrated, data-driven and efficient approach to managing school infrastructure. Interns will be attached to IFDO and work on initiatives within one of these four infrastructure lifecycle domains. Depending on the project, interns may support activities such as data analysis, user research, process improvement, solution design, prototype development, system implementation, testing and stakeholder engagement. Interns will gain hands-on experience working on real-world digital transformation projects and collaborating with multidisciplinary teams to improve how school infrastructure is planned, delivered and managed.
LEAP3 is the next-generation platform for drafting, amending, consolidating and publishing Singapore's legislation, built for the Attorney-General's Chambers (AGC). Every Act and piece of subsidiary legislation on Singapore Statutes Online passes through this pipeline. Today, legislation moves through a decades-old proprietary system and a manual, Word-and-email workflow. LEAP3 replaces this with a modern platform that AGC fully owns, changing how the country's laws are made and published. The product problems are genuinely hard. The users are legislative drafters, editors and publishers, experts whose first demand is absolute accuracy, and the platform must absorb growing legislative volume without growing the team. The PM intern joins the core product team: interviewing drafters, running usability tests, turning findings into prioritised requirements, writing specs the build team uses, and tracking delivery with external vendors. Every product decision here trades off accuracy, usability and time. The output is the law.

Every day, thousands of teachers, HQ staff, and vendors across MOE rely on tools like Microsoft Copilot, Google Gemini, and OpenAI's suite to get their work done, but the process of actually requesting, approving, and provisioning those licenses often lives in scattered emails and manual handoffs. The License Procurement Module is a self-service portal that fixes this: users can browse available licenses and devices, add them to a cart, and route requests automatically to the right provisioning team, whether that's the NCS team managing Copilot, the Google admins handling Gemini, or the team behind OpenAI access, without anyone needing to know who to email. As our Product Management Intern, you'll get to run the full discovery-to-prototype cycle on a live government system. You'll speak directly with the schools and vendors who use the portal every day, uncover what's actually broken, and turn those insights into a working prototype that could reshape how an entire ministry manages digital procurement. This isn't a simulated exercise, your research and recommendations will directly inform what gets built next.
Singpass Identity Platform is the core digital identity platform that enables individuals to securely access government and participating private-sector digital services. It supports identity authentication, account and credential management, recovery, and other foundational identity capabilities that allow users to prove and manage their digital identity across the Singpass ecosystem.
Singpass (singpass.gov.sg) is more than just an app in your pocket, but also a national trust infrastructure that thousands of organisations build on — banks verifying a new customer, insurers signing a policy digitally, telcos onboarding a subscriber, and government agencies delivering services to citizens. These partners plug into Singpass through the Singpass Developer Portal (developer.singpass.gov.sg), where they discover products such as Login and Myinfo, configure and test their integrations, and manage them after going live. The Partner Experience team owns this side of Singpass end to end: the journey from discovering the right product to going live and staying compliant, the governance that keeps the ecosystem secure and accountable, and the day-to-day success of every partner on the platform. The leverage here is unusual — a confusing form or an unclear line of documentation does not slow down one developer, it slows down hundreds of digital services that millions of people use every day. You will work on real problems in this space and ship changes that partners across Singapore actually feel.

MOE's 370 public-facing websites have grown organically over the years — each evolving independently across different platforms, domains and operating models, with little overarching coordination. While this reflects the breadth and diversity of MOE's programmes and services, it has also created real challenges: websites that are hard to find, inconsistent in accessibility, unclear in ownership, and increasingly difficult to sustain. The proposed Website Governance initiative is MOE's answer to this — a structured, forward-looking framework that brings clarity and coherence to the entire website landscape. At its heart is a fit-for-purpose platform approach that matches each website to the right technology — whether Isomer Next for informational sites, Optical for complex mission-critical services, or WebSG for dynamic engagement-oriented content — paired with a standardised domain structure under *.moe.gov.sg or *.moe.edu.sg to strengthen public trust and whole-of-government alignment. This initiative lays the groundwork for a more discoverable, accessible and sustainable digital presence for MOE — one that better serves students, parents and educators for years to come.

Learn more about GovTech at tech.gov.sg. [About the Team] The Ministry of Education is building AI products and shared platform capabilities that can improve how students learn, how teachers work, and how HQ teams run complex operational workflows. The AI Platform & Capability Programme sits at the centre of this work. We build and support AI-native products such as learning assistants, marking tools, procurement agents, multimodal prototypes, and the shared evaluation, observability, model-access, and governance capabilities needed to scale them responsibly. We are hiring software engineers who can take ambiguous problems from brief to production. This is not a pure research role and not a demo-building role. The work is to build reliable, maintainable, policy-sensitive AI systems that can survive real users, real operational constraints, and public-sector trust requirements. AI will support how we build. Engineers still own the design, judgement, quality, and consequences of what ships. How we build We prefer simple, durable engineering choices over novelty for its own sake. The stack may vary by product, but the principles do not: clear architecture, automated testing, CI/CD, observability, secure-by-design delivery, and systems that are easy to reason about after launch. The team’s operating model is product-led and platform-amplified. Product squads prove value in real education or HQ workflows; shared platform capabilities make those products observable, testable, governable, and reusable across MOE. Engineers may work inside a product squad, on the shared AI platform, or in a forward-deployed model where they help a vertical team build AI capability before bringing reusable patterns back to the centre
This project focuses on designing and developing AI solutions to enhance software development and governance processes across government agencies.
Low-key tired of internships where "exposure" means meetings and trackers? Same. Here, you will actually build and ship something real. You will be the engineer among a team of GRC (Governance, Risk and Compliance) specialists — the people responsible for helping government teams launch technology safely, without the chaos, surprise incidents, or 47-step forms. Your job is to cook up solutions that make GRC work smarter: early-warning systems, workflow automation or Agentic AI that cuts through the manual grind and delivers something that actually matters. That might mean building something from scratch or rigorously evaluating whether an existing tool is actually worth using. Agentic AI is opening up new possibilities for how GRC work gets done — and you will be at the frontier of figuring out what that looks like in practice. You will leave with a rare dual specialisation in engineering and GRC: knowing how to ship technology and make it safer, smarter, and ready to scale — the kind of experience that actually shows up on your CV and opens doors.

The Feedback Management System (FMS) is a ready-to-use, guided feedback management solution for government agencies handling feedback from members of the public. It's designed around common workflow patterns observed across agencies and QSM teams — from lightweight to moderately complex needs — so agencies can quickly map their existing processes into the system. Agencies today often manage high feedback volumes across multiple channels with limited manpower, frequently falling back on Outlook and spreadsheets. This makes it hard to piece together case history, track ownership across teams, and ensure no case falls through the cracks. FMS solves this by bringing feedback from multiple channels — FormSG forms, shared mailboxes, and manually logged cases — into a single, central platform, giving teams one view to triage, assign, track case history, collaborate across teams and agencies, and export data for sense-making and reporting. Fully managed by ServiceSG and built and secured by GovTech, FMS is developed in an agile, iterative way — continuously improving based on real user feedback and how the system is used in practice. Looking ahead, the team has ambitious plans to take FMS further — reducing the time officers spend managing feedback end-to-end so they can focus on operations and policy work, and improving service quality by helping teams respond more consistently, with better context and visibility across cases. As an intern, you'll play a hands-on role in building the new features that bring these priorities to life.

How do you keep technology moving in sync across an entire government? It takes constant coordination between central teams and dozens of agencies — and today a large amount of skilled people's time goes into the legwork of that coordination. Info Concierge is being built to give that time back. Gathering information across many agencies is a genuinely hard problem: requests go out, responses come back in every shape and format, and someone has to chase, collate, and make sense of it all, then turn it into a clear picture for decision-makers, often on a tight timeline. It is valuable work, but much of it is repetitive toil that shouldn't need a human. Info Concierge takes that toil off people's plates: send a request once, let AI structure the free-form responses into clean, comparable data, compile a themed summary — with response rates and differing views surfaced — for a person to review, and build up an institutional memory so answers are reused rather than re-gathered. You'll join as a full-stack generalist and work across the whole product — the request-and-review interface, the backend services that send out requests and gather responses, and the AI pipeline at its core that turns raw input into structured insight. The goal is simple: free skilled people from busywork so they can spend their time where human judgment actually matters.

LEAP3 is the next-generation platform for drafting, amending, consolidating and publishing Singapore's legislation, built for the Attorney-General's Chambers (AGC). Every Act and piece of subsidiary legislation on Singapore Statutes Online passes through this pipeline. Today, legislation is drafted through a decades-old proprietary system with a manual, Word-and-email workflow. LEAP3 replaces this with a modern web-based drafting platform that AGC fully owns, working directly with structured legislative XML. The engineering problems are genuinely hard. Legislation is a deeply nested document structure with strict numbering, cross-referencing and formatting rules, where a single amendment can cascade across many documents. The team is also piloting LLMs to interpret plain-language amendment instructions and generate structured document changes. Correctness matters at a national level here: the output is the law.

Physical AI models must learn how environments change and how robots should act within them. Achieving this requires high-quality, action-grounded robot demonstrations, realistic simulation environments, reliable policy evaluation, and safe deployment workflows. World Foundation Models (WFMs) can model and predict physical-world dynamics, while World-Action Models (WAMs) connect this understanding to executable robot actions. This exploratory project is developing an end-to-end, reusable physical-AI pipeline covering robot teleoperation, omni-modal data preparation, synthetic-data generation, simulation-based augmentation, robot-policy fine-tuning, simulation evaluation, and staged deployment. A single-arm robot is the starting point for validating the pipeline, with plans to extend the work to additional robot platforms and embodiments. The intern will focus primarily on robot data collection, dataset preparation, and simulation development, while also contributing to policy training, evaluation, and deployment. Likely responsibilities include: - Supporting teleoperation experiments and collecting demonstrations containing camera observations, robot states, action trajectories, and task instructions. - Developing Python and shell tools to annotate, convert, organise, and validate robot-learning datasets. - Implementing data-quality checks for camera synchronisation, action schemas, annotation boundaries, frame rates, and dataset readiness. - Reconstructing real environments using 3D Gaussian Splatting (3DGS), preparing simulation scenes and tasks, implementing domain randomisation, and defining measurable success criteria in NVIDIA Isaac Sim and Isaac Lab. - Aligning visual scene representations with robot models and collision geometry required for physical interaction in simulation. - Generating and quality-checking simulated demonstrations for downstream robot-policy training. - Fine-tuning and comparing robot policies trained with real, synthetic, and simulated data. - Evaluating policies using held-out data and repeatable simulation tests before physical deployment. - Improving client-server inference and robot-control workflows, including observation and action interfaces, control frequency, latency measurement, and safety checks. - Conducting staged robot trials, progressing from replay and open-loop validation to supervised closed-loop execution. - Producing reusable code, configurations, experiment reports, benchmarks, and operational documentation. Any work involving physical robot hardware will follow documented calibration, supervision, and safety procedures.
Ever wonder what good looks like? At Product Management Practice, we help shape what good product management looks like when building products within Govtech with the help of a suite of products - Product Scorecard, Craft and Elevate. Product Scorecard: Scorecard is designed to be the official GovTech management dashboard which provides visibility to the executive team on overall performance of all programs, and program directors on the performance of products within their own programs. Craft: Whether you're a new PM building foundational skills, an aspiring PM exploring the field, or an experienced PM looking to sharpen specific capabilities, Craft provides structured learning that respects your time while building your product craft. Elevate: Elevate is the platform used by officers during GovTech's PM/PO apprenticeship - an 18-month programme where apprentices build competencies under mentors. As our Engineering Intern on this project, you'll help build a system that handles real complexity: role-based access for system admins and vendors, smart cart logic that adapts whether someone's requesting a single license for themselves or provisioning fifty devices for an entire school, and an assignment flow that ties every ordered license to a named user. You'll be working on a tool that could become the backbone of how an entire ministry manages its digital resources, turning a process that today takes days of back-and-forth into something that takes minutes.

What is SDP? The Standard Data Platform (SDP) is the whole-of-government data infrastructure that lets any Singapore government agency stand up a secure, governed, cloud-native data lakehouse in minutes, not months. Today, every agency that wants to do serious analytics or ML has to reinvent the same wheel: procure a platform, wire up networking, pass security review, set up governance, and figure out how to share data with other agencies. SDP does that once, centrally, and correctly, and then serves it all out through a single self-service portal. Think of it as a multi-tenant platform-as-a-service for government data, enabled and delivered through the SDP portal. The portal is how the whole platform reaches agencies. An agency registers on it, picks a tier, and gets a fully provisioned workspace served out automatically. Through the portal an agency can choose from best-in-class engines (Databricks, Snowflake, AWS SageMaker Unified Studio, and soon Microsoft Fabric), all running inside Singapore's Government Commercial Cloud (GCC) on AWS and Azure. Agencies publish datasets to a central catalog (DataHive) and share them across platforms using open table formats such as Iceberg and Delta Sharing. Everything is secure by default: private networking, no public internet data paths, audit logging to the government SOC, and AI access locked to a single approved gateway. This is real, in-flight infrastructure serving real agencies, not a lab project. Government data is fragmented across agencies and platforms, and SDP is the plumbing that makes it safe and easy to onboard, govern, and share, which is what unlocks whole-of-government analytics and AI. When it works, an agency spins up a compliant data platform in under a week instead of running a six-month procurement-and-security marathon. The team's north star is simple: the number of agencies actually running on SDP. Everything else, from the automation to the security controls to the catalog, serves that number. How the SDP portal serves out SDP setups The portal is how an agency gets its SDP setup: a ready-to-use, governed data platform of its own. Without it, an agency waits days while engineers set everything up by hand. With it, an agency signs in, requests what it needs, and the platform provisions it automatically, with live status updates the whole way. The goal is to go from request to a working setup in under 30 minutes instead of days. Behind that one button is the part you would help build: the automation that turns a simple request into a fully provisioned, secured, and connected data platform. A request flows through sign-in and access checks, into an API, and out to a provisioning pipeline that stands up the agency's environment as code and wires up its data catalog, networking, and security, with no manual changes to production. Turning a form submission into a live, governed data platform is the core of what the team builds. What we are building next 1. The foundation is in place; the interesting work now is growing the platform outward. These are open, greenfield problems where you help shape the answer, not maintain a finished one: 2. Expanding the engines. SDP started with Databricks and Snowflake. We are extending it to AWS SageMaker Unified Studio and Azure Fabric, so agencies can run analytics, ML, and AI on whichever platform fits their work, all provisioned through the same self-service flow. 3. Streamlining data sharing across SDPs. We are exploring and designing how one agency can discover and consume another's governed data, brokered through DataHive, our central data catalog, without bespoke, one-off integrations. This is a design-heavy problem: you would help define how data sharing works across the whole of government. 4. Validating that agencies conform to SDP requirements. As more agencies join, we need to check, automatically, that each one's setup actually meets SDP's standards for security, configuration, and governance, and stays that way over time. We are building the conformance checks and controls that catch drift and non-compliance before it becomes a risk. 5. Raising the security posture. We are hardening SDP to handle even higher data sensitivities, opening the platform to workloads that cannot run on shared cloud infrastructure today. 6. Enhancing common WOG infrastructure. We are improving the shared whole-of-government services SDP depends on, so every agency on the platform can reach common AI and data services through one governed, compliant path.
