Every day, thousands of teachers, HQ staff, and vendors across MOE rely on tools like Microsoft Copilot, Google Gemini, and OpenAI's suite to get their work done, but the process of actually requesting, approving, and provisioning those licenses often lives in scattered emails and manual handoffs. The License Procurement Module is a self-service portal that fixes this: users can browse available licenses and devices, add them to a cart, and route requests automatically to the right provisioning team, whether that's the NCS team managing Copilot, the Google admins handling Gemini, or the team behind OpenAI access, without anyone needing to know who to email. As our Engineering Intern on this project, you'll help build a system that handles real complexity: role-based access for system admins and vendors, smart cart logic that adapts whether someone's requesting a single license for themselves or provisioning fifty devices for an entire school, and an assignment flow that ties every ordered license to a named user. You'll be working on a tool that could become the backbone of how an entire ministry manages its digital resources, turning a process that today takes days of back-and-forth into something that takes minutes.

Learning Outcomes

Full-Stack Development in a Real Public Sector System: Build and maintain both frontend and backend components of a live license procurement portal, from user-facing cart and request flows to backend logic handling role-based access and provisioning rules. Complex Business Logic Implementation: Learn to translate real-world organisational rules, like variable quantity handling for individual versus bulk requests, and dynamic routing of licenses to different provisioning teams, into clean, maintainable code. Data Modelling and System Design: Gain experience designing relational structures for multi-entity relationships, such as mapping license types to provisioning teams and reconciling ordered quantities against named assignees. User-Centred Engineering: Work directly with product and research findings from user interviews with schools and vendors, learning how to translate validated pain points into functional prototype features rather than building in a vacuum. Working Within a Government Digital Team: Understand how digital products are scoped, prioritised, and delivered within a public sector environment, including exposure to considerations like security, access control, and cross-agency coordination (e.g. working with NCS and vendor teams).

Prerequisites

- Solid full-stack development experience, comfortable owning both frontend and backend, since this intern will help set up the project's workflow and architecture from scratch rather than working within an existing codebase - Proficient in at least one modern backend language/framework (e.g. Node.js, Python, Go) and one frontend framework (e.g. React, Vue) - Understanding of relational data modelling, able to design schemas for multi-entity relationships (e.g. licenses, provisioning teams, users, assignments) - Familiarity with API design principles, building secure and maintainable REST or GraphQL APIs - Comfortable working with Git and collaborative development workflows - Prior exposure to cloud infrastructure (e.g. AWS) or DevOps concepts such as CI/CD will be an advantage. - Experience working with AI-assisted coding tools (e.g. Claude Code, Cursor, GitHub Copilot) will be an advantage, as the team uses these to accelerate development.
